Abstract
International standardization of 384-kbit/s videoconferencing coding equipment is now being pursued. Specifications for the Flexible Hardware, which is partially-programmable experimental equipment, have been formulated. NTT has contributed in completing the specification and developed a Flexible Hardware. This paper describes the coding equipment developed by NTT to meet these CCITT Flexible Hardware specifications. The coding algorithm, equipment design, and equipment performance are described. The experimental results show that the hardware provides sufficient picture quality for videoconferencing service.
