    Abstract

    The design philosophy of a visual communication terminal tailored to the ISDN network is described. For effective TV conferences, communication media such as video, voice, FAX and data need to be combined efficiently within 64 kb/s or 64 k plus 64 kb/s channel capacity. To obtain a reasonable bit allocation, the characteristics and state of the development of each medium are studied first. Then a desirable approach to video presentation is described, including the video signal coding principle and some experimental results.
