Abstract
In this paper, we study the analysis of the coding characteristic in image scalability, SNR scalability and Spatial scalability in MPEG-2. From the simulation experiments, we consider the relation between enhancement layer quality in each picture type and coding bits allocation to each layer. At last, we show effective the utilization of two scalbilities.
