A smart outage planning method using two-layered tabu search

    Abstract

    A smart outage planning method using a two-layered tabu search (TS) is proposed in this paper. This method can determine: {1} the outage schedule; {2} power system operation during outage work; and {3} system switching needed to conduct outage work. Moreover, to shorten simulation time an objective function describing the operation of circuit breakers near outage facilities is formulated; in this process, the breaker locations of a circuit are evaluated in order to create a set of neighborhood solutions restricted on the basis of these evaluated values. Finally, simulations are conducted using the IEEJ sub-transmission system model I in order to confirm the validity of the proposed method.
