Designing ICT platform for collaboration with modularity: Analysis of earthquake disaster reconstruction platform after 3.11

Abstract

This paper put forward a conceptual framework for designing ICT platforms for collaboration using examples from ICT platforms for earthquake disaster reconstruction after 3.11 in Japan. Recently, cross-organizational collaborations and open collaboration by the general public through ICT platforms are popular. However, how to design platforms for active collaborations has not been much developed yet. The paper argues the importance of "modularity of tasks" and "the degree of user participation" as design parameters for open collaboration platforms. Findings in this paper have implications not only for earthquake disaster reconstruction but for general collaboration among groups or organizations.
