N2 - According to the spread of mobile devices such as a mobile phone, it is expected to use ICT (Information and Communication Technology) for sightseeing services. In Japan, the Tourism Authority of Japan has started to promote to use a smartphone application to support inbound traveler. In this situation, we are developing a sightseeing support application using BLE (Bluetooth Low Energy) beacon in the Nikko area. In the paper, we proposed a design method to design a sightseeing application applying two psychological effects, one is the Zeigarnik Effect, and another is Maslow’s hierarchy of needs. Then we explain the trial and how the trial was failed. We also explain how to solve the problem that appeared during the trial.
