    Abstract

    This study is intended as an investigation on how to implement the urban planning systems to lead and preserve the landscape. This article is focused on from the perspective of specialists on sites. This paper begins with the elucidation of legislations and regulations to lead and preserve the landscape. We educe the significant alternations from historical transition. And then, this investigation makes clear how to carry out these urban planning systems by the specialists on sites. After that, this article takes up the permission to build. The right of preemption is mentioned in the following section providing the concrete example.
