Abstract
Nearly two years after the triple disaster of earthquake, tsunami and nuclear accident at the Fukushima Daiichi nuclear power plant devastated North-Eastern Japan, recovery is progressing only slowly. Although vast financial resources were allocated, the enormity of destructions and divergent spatial and socio-economic conditions frustrate a speedy rebuilding. Reconstruction planning is further complicated because the affected communities were already confronted with atrophying local economies and demographic change, long before the devastations of the tsunami.
