    Abstract

    A newly developed video codec based on a previously proposed coding scheme is described. This new codec incorporates a pre- and postprocessing unit, a source coding unit, an entropy coding unit and a transmission unit. The associated hardware is designed to be as simple as possible while maintaining high coding efficiency. This codec can operate at three transmission rates (1. 544M, 0. 768M, and 384 kb/s). The coding performance at each bit rate is presented along with a comparison of these proposed schemes with a conventional interframe scheme.
