Abstract
How to determine the coding scheme and how to select prediction modes are issues for implementing an MPEG2 encoder by hardware. The MPEG2 encoder must select suitable coding modes for desired applications from among the many allowed by MPEG2. This paper shows that bi-directional prediction is not necessary for encoding an NTSC signal. Next, improved motion estimation by combining hierarchical search and telescopick search is proposed to drastically reduce computational complexity while maintaining coding efficiency. Then, a bit rate control technique for lowdelay operation as well as editing mode is considered.
