Realization on allocation efficiency of public expenditure withpath-converged design

    Abstract

    Path-converged design is applied to realize the efficiency improvement ofpublic expenditure's allocation. Different from previous researches, first, itestablishes an efficiency-oriented framework rather than the input-oriented oroutput-oriented one. Second, it allows us to identify allocation efficiency ofpublic expenditure from a perspective of distribution, rather than a perspectiveof parameters of production efficiency. Third, it realizes efficientimprovement via increasing inputs in an inefficient DMU instead of decreasinginputs. The successful realization of inefficiency strengths to 2 percents isobtained by reallocating 2.02 percents or additionally investing 7.38 percentsof original public expenditure in overall China.
