Conduction and capacitance after making a short-circuit following application of high voltage are compared for a polyethylene film with and without a plasma-polymerized ethylene thin layer on its surface. The film which has a thin layer on its negative-electrode side (PPE ( minus )) shows a larger current at a low electric field than that which has no layers (PE). The film which has a thin layer on its positive-electrode side (PPE ( plus )) shows almost the same current as PE does. PE and PPE ( plus ) have almost the same capacitance increment and PPE ( minus ) has the smallest increment. These behaviors are explained assuming that PPE has many free electrons and many traps.
