    In modeling systems where human estimation is influential, a fuzzy structure of systems must be considered. This structure is represented by fuzzy linear functions which are possibility distributions. The possibility of fuzzy linear functions can be calculated from the viewpoint of possibility measures. A fuzzy linear regression analysis is formulated by using fuzzy linear functions as a model of fuzzy structure of systems. As an example of this problem, we discuss three formulations in the decision model of the number of staff in local governments. The estimated values are obtained as fuzzy numbers which represent the fuzziness of the system structure.
