N2 - Tram networks have existed in France since the 1890s. In Marseilles, the first socialist mayor, Simeón Flaissières, initiated an urban public transport policy on January 1, 1900, introducing the « tramway à deux sous » system, with total network electrification. The concession system proved profitable for the municipality in achieving « municipal socialism » in public transport services. Flaissières's policy was quite effective in terms of electoral results, enabling him to win the municipal election in 1900, but, the political effect was not lasting and by the year 1902, the policy had lost favor among large numbers of district voters.
