A protocol is a set of rules defined and adopted between communication systems, and has been primarily developed for transferring voice or data transparently between two conventional telecommunication systems. Beyond that, upper layer protocols providing higher level communication functions will become increasingly important to realize advanced communications and usher in the types of services envisioned by the Vl&P concept.
